z/OS agent unable to connect to Automation Engine

The z/OS agent is unable to connect to the Automation Engine (AE) Agent name.  From the Agent log, you see that the connection is attempted (initiated) but is disconnected and never connects.

Root Cause: The z/OS Agent only uses TCP/IP to connect/communicate with AE, per the requirements for the z/OS Agent: Requirements JES2 or JES3 TCP/IP V3R2M0 or later
Resolution:
The z/OS Agent only uses TCP/IP to connect and communicate with AE.  However, the requirements to establish the connection must be adhered to for this to work.

Requirements

JES2 or JES3
TCP/IP V3R2M0 or later
APF authorization for the load library
C runtime library version V1R5M0 or later
An MSGCLASS in HOLD status that does not call a subsequent program (external writer)
UPDATE access for JESSPOOL RACF Class (in order to process Job outputs)
A file qualifier for temporary files, logs and traces
