These errors can be encountered when the XCOMD service is started with "Log On As" set to "This Account". XCOMD is a local service not a domain service. If this service runs under a specific "User" account then problems can occur because of the account's user rights and authorities.
The XCOMD service for the CA XCOM for Windows product needs to have "Log On As" set to "System Account" in the Startup menu for the service. The "Allow Service to Interact with Desktop" should also be selected in the Startup menu for the service.
