Why does CA Datacom/AD 15.0 install via CA Chorus Software Manager (CSM) allow for creation of  PDS when Library (PDSE) is required?

When CAAXLOAD is defined as PDS instead of as Library, the SMP/E APPLY of CA Datacom/AD 15.0 results in the following link-edit errors:

CA Datacom/AD 15.0 installation via CA Chorus Software Manger (CSM) should only allow for creation of Library (PDSE). LIBRARY is the default presented in the CA Datacom/AD 15.0 SMP/E Environment Setup "DSN Type:" drop down. LIBRARY should be allowed to default.

The CA Datacom®/AD - 15.0 section "Library Requirements" in 
https://docops.ca.com/ca-datacom-ad/15/en/installing/preparing-for-installation 
will be updated to state:

All the libraries that are generated and used during the installation process must be defined as PDSE except for the CAAXLPA library, which must be defined as PDS.
