Question:

Why do I have warning messages IEW2556W applying RO96886?

Environment:
CA Common Services 14.1 - z/OS supported releases -
Answer:

You have to look at the ptf you are trying to apply and check the syntax.

This kind of error normally happens as a result of a corrupted APAR.

The transfer have to be done in BINARY and to a file with LRECL=80.

You may have to restore/reject, download again this apar and re-receive and apply it.
