Why do I have error messages with RO98124 and RO98172 implementation?

Introduction:

I applied RO98124 and RO98172 and I want to install them in my environment.

After APPLY and copying modules per HOLD DATA:

Question:

Why do I have error messages with  RO98124 and RO98172 implementation?

Environment:
CA Common Services - z/OS Supported Releases - CICS/TS 5.1 - 5.2 -
Answer:

It seems that you are not running these particular levels of CICS (CICS/TS 5.3 and 5.4) and that he is running only with CICS/TS 5.2.

Therefore, you did not code the CICSREL for these releases. As a result the modules are not loaded and cannot be refreshed.

Your current value of CICSREL is:
14.21.35 STC09227 CAS9214I - CA-ENF Command: CICSREL(65,68,69)
030 CAS9240I - CICSREL - Command complete

You should add CICS/ CTS 5.3 - CICSREL(70) and also CICS/TS 5.4 CICSREL(71) to avoid the error message:
