A valid Insight product code license of 2IDD needs to reside where CA Database Command Center is installed, on the hostname that the message indicates. The ca.olf license file typically resides in the directory C:\Program Files\CA\SharedComponents\CA_LIC. This license key is required to use the Insight for Distributed Databases component.
