Why can't the CA IMS-Tools Data Base Organizer provide the PGM by name, rather than just by SORT?

Introduction:

Question:

There was an internal call for Sort but it did not produce a program name.

DBO8907I INVOKING SORT UTILITY.

DBO8915E UNABLE TO LOAD THE SORT UTILITY.

Even though it does say "SORT" it's hard to tell if it's IBM sort or Syncsort being called but according to Syncsort it hasn't made a call to Syncsort and since this is an internal program call it's the vendor with the program call. We on the other hand have two sorts running, IBM's DFSORT and Syncsort.

For clarification, why can't the CA IMS-Tools Data Base Organizer provide the PGM by name, rather than just by SORT?

Environment:
Running CA IMS-TOOLS Secondary Index Builder component for an IMS HDAM Database. For the CA IMS-TOOLS Secondary Index Builder component, we ran with FUNCTION=INDEXCREATE,DBDNAME=xxxxxxx Error message DBO8915E is issued by the DBO Create Index Controller module when the Sort utility is unavailable. In this particular case SYNCSORT was not APF authorized.
Answer:

With regards to providing the PGM by name, rather than just by SORT, this is not possible. We cannot distinguish between various vendors’ sorts. In our code we specify: 

LINK PGM=SORT. It then depends on steplib, linklib etc. which utility gets loaded.
