The IOS system on the Cisco router must have been updated to a newer version.

The OUTFACIL parameter was developed to suppress the facilities field of a Call Request (outbound call) for X.25 equipment that did not support that field before Cisco Systems introduced a router parameter to perform the same function in IOS version 12.

Version 12.3 and up of the CISCO IOS system enforces XOT RFC 1613 and rejects XOT Call Requests that do not contain the minimum Facilities required by the RFC.

Therefore, OUTFACIL=NO can no longer be used with routers running IOS 12.3 and above.

Instead, the following CISCO IOS command must be entered for the router's serial interface that is connected to an X.25 network that requires the facilities field to be suppressed in the call packet: "X25 subscribe flow-control never".
