Why am I unable to see my active collection locally?

Introduction:
This document explains why you may not be able to see your collection data, even though the Xmanager says that it's active.
Question:
Client disabled his Cross system communication. Now, he's unable to see his collection on one of his 2 local Xmanagers. Why?
Environment:
z/OS 1.11 and above.
 
Answer:
The XMANID in Client's Development CDBAPARM SETUP00 member was using Production XMANID, instead of the Development XMANID. He corrected this & recycled his Xmanager.
