Why am I receiving Policy Violations for my NCM Multi Block Policy?

Question:
Why am I receiving Policy Violations in my NCM Block Policy?  When I check the configuration on the live device there is nothing that would show that my policy was violated.
Environment:
Spectrum 10.2.x
Spectrum 10.3.x
Answer:
When activated, the NCM Block Polices will check the last successfully captured configuration and will not initiate a new capture.  If there has been no successful captures since the configuration changes were made on the device, the device could alarm on a policy violation because the last succesful capture is not current to what is on the device and they are out of synch.
