Question:
Why am I not able to rolldown Group Alarm filters for a user who has their own local Alarm Filters?
Environment:
Spectrum 10.0
Spectrum 10.1
Spectrum 10.2
Answer:
There is a limitation in Spectrum if local alarm filters exist, then you cannot roll down alarm filters from a group.
The workaround for this is to clear the local alarm filters, and then roll out the group alarm filters. Unfortunately there is no way to "merge" local and group alarm filters.

Each user has a model attribute by the name 0x129ef "UserPreferences" and the filters are stored here, in a one and only field.

Workaround.
With vnmsh connected to CLI
./update mh=<usermh> attr=0x129ef,val=""
This clears the setting for user preferences...
Now, filters can be rolled out again, however personal filters are lost.

When a user creates a new personal filter, the attribute 0x129ef changes from
0x129ef UserPreferences
to
0x129ef UserPreferences <?xml
version="1.0" encoding="UTF-8"?>
.... plus all the preferences....

The filters themselves are written to 0x129ef (UserPreferences).

Clearing this, will allow admin to roll out new filters, but not merge personal filters.
Additional Information:
There is currently an Enhancement Request opened for this fuctionality of allowing local and group filters to be merged.
