When the client executes the CA Symdump Batch r 11 ISPF CLIST to view the captured dumps they receive message CAPI209W.

The client just did a new install of CA Symdump batch R 11 and the product was initialized - started by CAIRIM. When the client executes the Symdump ISPF CLIST they receive message 
CAPI209W CA SymDump not available on this system as set in CAVHCONF. The client ran the LPA query report CAVHLPAQ and it shows the product Intent setting is set off for CA Symdump batch.

The CAVHCONF configuration module, which is loaded into the CSA, indicates that the product is not intended to be used on this system.
Contact your systems programmer to ensure that the CAVHCONF configuration macro was implemented correctly on this system and that the CAVHINIT process was run.
The client  reviewed all the CA license keys defined on the LPAR and not have a CA Symdump Batch LMP license key  code PO.
The client reviewed  all the LMP license keys on the LPAR and did not file the CA Symdump batch LMP key. The CA Symdump batch LMP key starts with PO.
Once the client obtained the PO license key and restarted Symdump batch using CAIRIM the client was able to view the dumps in the dump repository using the ISPF CLIST.
