This error denotes a problem with the encryption package. It usually has to do with the fact that your Access control is using one type, while your Admin install is trying to use another.
The solution here is to run the 'sechkey.exe' contained in your %ETAHOME%\eTrustACAgentRTE folder. This utility will reset the key to the default.
sechkey [-d] [-s <registry path>]
-d : Revert to eTrustAC default encryption key
-s : Define registry root specified by <registry path>.
