Answer:
If the account was disabled and then was enabled again, the last activation timestamp is set to when the account was enabled. It is used in combination with the last login time to determine whether to deactivate for the user for extended inactivity.PAM uses the more recent of the last successful login time and the last activation time to determine how long the account has not been used for.
