What is the impact of granting api-access rights to users? (And what may users need this for in the New UX)?
API Access as referenced in the
Administration Access Rights
documentation, allows a user to run an application that uses the REST APIs. In addition, the user would need the appropriate application rights to view or update specific functional areas in the product.

Note: In addition, Rest API Access should be enabled in CSA (Disable REST API Access should be unchecked). If this setting is unchecked, users will not be able to access APIs.
