Issue:
Website returns 500 error on cryptoutil.dll:

Could not load file or assembly 'CryptoUtil.DLL' or one of its dependencies. The specified module could not be found. 
Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code. 

Exception Details: System.IO.FileNotFoundException: Could not load file or assembly 'CryptoUtil.DLL' or one of its dependencies. The specified module could not be found.

Additionally, you will get a similar error if you try to register it manually with:
regsvr32 /i c:\inetpub\wwwroot\oblicore\bin\cryptoutil.dll
Cause:
Microsoft cannot find a dependent file to load this dll.
Resolution:
You are likely missing something from your PATH variable. This often happens if a partial install was run, and install failed, or an uninstall was run. Make sure that you have everything installed and ordered similar to this:

You can then test this by running:

regsvr32 /i c:\inetpub\wwwroot\oblicore\bin\cryptoutil.dll
