Problem:

Wallpaper not being disabled

We have a configuration policy setting for "Default Computer Policy" to always disable a users desktop wallpaper, this is not applying despite being set to true.

Policy: Default Computer Policy

Setting:

DSM -> Remote Control -> Host -> General -> Always disable wallpaper

Value: True

Cause:

If there is a Group Policy to enable Active Desktop, when RC connects it acts as the User and cannot disable Active Desktop nor remove the wallpaper set.

Here is the link to an old document which explains it:.

Note: This is an old document but the logic remains the same.

You should be able to check if the OS/Group policy is enabled following the next steps on one of the machine concerned:

Click Start, click Run, and then type gpedit.msc.

Under Local Computer Policy, expand User Configuration, expand Administrative Templates, expand Desktop, and then click Active Desktop.

Check the STATE of Desktop Wallpaper, is it Enabled?

Yes, so we cannot override the OS/Group policy settings.
