In this specific client's case the file /etc/init.d/waae_agent-WA_AGENT was missing.
The "unisrvcntr status" and "ustat" commands scan the files in /etc/init.d.
They search the files looking for:
# CA Product Entry
If they locate the entry, they are coded to then parse out other fields and include them in the display results.
If the file is not present one may copy the file from a working machine.
Note - If the two systems did not use identical install locations one may need to edit the file and make adjustments.
