In CA TDM, Variable Inheritance is Not Being Honored

Issue:
When setting a CA Test Data manager (TDM) variable of the same name at a lower level (e.g., Data Set level), that variable is not being honored. For example, we have a variable, RunCleanup, set at the Project level and it is set to Y. I created a new variable, RunCleanup, at the Data Set level and set it to N. When attempting to publish the tile, it is still pulling the Project-level variable value of Y. I also tried creating a Version-level variable of the same name, set to N. It still is pulling the Project-level value of Y.

Cause:
Coding error in construction of the SQL query.
Resolution:
TDMWeb-4.5.40.0.zip resolves this issue. The problem is in the order by within the query ... order by 1 asc, 10 desc, and it should be order by 1 asc, 20 asc.  Please contact CA Support for this version or later.  If installing a GA version after October, 9, 2018, please contact CA Support to ensure that this fix has made it into that GA.
