USS chk_access failure with RC 8 8 4

Question:
I am running a BPXBATCH job executing a script to issue a touch command. I am getting message this message in the output from BPXBATCH 
FSUM1004 Cannot change to directory </ag/CICSDPL>. 

User is receiving the following in the TSSOERPT:

Answer:

The directory was created by a different user with a different UID.

The user accessing the directory has a UID 0 which is not authorized to access the directory by USS security.

This is USS security authorization problem and not related to CA Top Secret.
