USM Groups show 0 results and creating dynamic groups gives error

Issue:
Wasp was not starting and to troubleshoot that, the Liferay tables were deleted in the database.
After that was done, the USM Default Groups show "0" results and creating new dynamic groups throws an exception.
Details: com.firehunter.ump.exceptions.DataFactoryException : Parent group with ID 0 does not exist.
Environment:
CA UIM 8.5.1
HUB 7.93
CA UMP 8.5.1
MySQL, MS SQL or Oracle database
Cause:
There is a missing row for the <<root> group in the CM_GROUP table with a grp_id column value of "0".
Resolution:
Run the following select against the UIM database (or as UIM schema in Oracle):
SELECT * FROM CM_GROUP WHERE GRP_ID = 0;
The results should look like the following:

If not found, you will need to run one of these queries based on your database vendor:

MS SQL:
set IDENTITY_INSERT CM_GROUP on  
insert into CM_GROUP (grp_id, grp_type, name) values (0, -1, '<<root>>');  
set IDENTITY_INSERT CM_GROUP off
 

 
Oracle or MySQL:
insert into CM_GROUP (grp_id, grp_type, name) values (0, -1, '<<root>>'); 
COMMIT; 

 
Restart the "nis_server" probe.
Login to UMP/USM and create the Dynamic groups as needed.
