Any DCI rules created through the OCE (OneClickEH) interface are saved as .arf files. The .arf files will show up in the list of DCI rules files when looking in the 'DCI Rules' list in OCE. Any preexisting rules before upgrade or any rules created outside OCE will not show up in this list. However, as long as all DCI rules files are stored in the $NH_HOME/discover directory -- regardless of the file extension -- they will show up in the list of available rules within the Discover Policy.
To create a DCI rule via OneClick: Tasks and Information->Resource Discovery->DCI Rules = right click on "DCI Rules" and select the menu option 'New Rule'.

Changes affecting this problem:
Upgraded from eHealth 6.0 and earlier to 6.1 or later.
In OneClick: Tasks and Information->Resource Discovery->DCI Rules = The only DCI rules listed will be those with a .arf file extension (system created) which were created in OneClick's "DCI Rules" section.
When editing a Discover Policy all DCI rules are seen regardless of their file extension or how they were created (via OneClick or manually in a text file).
