Issue:
Users are getting "Incorrect Login" when trying to connect to the SCM Broker
Environment:
CA Harvest SCM all versions and platforms.
Cause:
In this specific case, the problem turned out to be obsolete SCM log files that had completely filled the disk drive.  
Resolution:
The resolution was to delete the obsolete log files to free up disk space.

To avoid this in the future, you might consider:
- Reducing the logging level in your HServer.arg file.
- Setting up a regularly scheduled job to delete obsolete log files.
