Question:

When using a custom login form that is pure HTML, if a user submits the form without a username and/or password, the User is presented with the standard SiteMinder login.fcc form instead of the Custom Login Form used to POST to the login.fcc.

If a User submits invalid credentials other than blank credentials, the user is presented with the Custom Login.html form.

How do I make the behavior consistent so the user will always be presented with the Custom Login Form?

Answer:

The standard OTB SiteMinder login.fcc utilize Javascript in order to do minimal pre-processing.
This pre-processing prevents the submission of a blank username and/or password during the POST to the .fcc.

If you are using a Custom Login Form which POSTs to the SiteMinder login.fcc, then your Custom Form should include code written in a language of your choice to prevent a "blank" Username and/or Password from being POSTed to the SiteMinder login.fcc.
