URL attribute links pointing to custom html are not working in Chrome or Edge browsers - Same links work in IE

Issue:
We have few links stored in URL attributes in CA PPM.  These links point to a custom html file, located in the webroot on the CA PPM server, which then redirects the users to a link to a document on a different server.

Ex: DM5link.htm?D,4321722 

The user gets sent  to a blank page in Google Chrome or Edge browsers.  The same link works fine in IE 11. The user is able to access the document with no problem
Cause:
HTML code is handled differently by different web browsers.  There may be security or limitations in different browsers that prevent html code from working in one web browser even though it works in another.
Resolution:
The developer will need to modify the HTML code to work with all desired browsers.
Additional Information:
You can use Fiddler or a similar tool to create a trace file that will help find out more about why a problem like this is happening.
