CA Patch Manager console not working on Domain/Enterprise Manager. UPM.log, show's the SA account locked out and Tomcat plugin stopped
Installed Patch Manager 12.8 on ITCM 12.8 Domain/Enterprise Manager.
UPM console not working after installation. UPM.log, show's the SA account locked out. Tomcat plugin shows stopped.

Unlock the SA account and trying to start the Tomcat locks the SA account again.
CA Patch Manager R12.8
If you can access Patch Manager:
You can access the Administrator -> Database -> This should show the Account that Patch Manager uses to connect to the MDB.
In this case, it should show SA. Change the User Name: to upmadmin and the Password: to what you used when you installed UPM.
If you can't access Patch Manager:
There is an issue with the default version of UPM R12.8, normally CA Patch Manager needs a Local SQL Admin account at the time of installation,
It uses upmuser for connecting to SQL, the problem with UPM R12.8 is that it takes the account used for installing and use that to connect to SQL.
There is a new build of Patch Manager 12.8 Available in the form of T53G041. Please open a issue with support and request the fix.
Uninstall the UPM from Add/Remove programs . Use Setup.exe from the fix and install the UPM . It will resolve the problem .
Note : Extracting T53G041 will give Disc.zip . Unzip to get the full installation files of Patch Manager 12.8
