Universal connector is offline with "Status Description: Connector error occurred: Failed to initialize" in the UI Administration - Connector Configuration - <nodename> panel

In the SOI Dashboard the Universal connector is showing as offline.



The ..\jsw\logs\SAM-IntegrationServices.log file contains the messages below

 CA:09997_<nodename>@<nodename> : Could not connect to domain manager in 5 attempts.
 handleIFWSiloException: com.ca.sam.ifw.usm.ucf.IFWSiloCriticalException: Universal Connector initialization error
Caused by: java.lang.Exception: Could not create stub
at com.ca.sam.ifw.connector.generic.webclient.GenericConnectorClient.<init>(GenericConnectorClient.java:46)
The ....\jsw\logs\soi-mgr_wrapper.log shows that the exception below occurred during the previous Manager startup
 SEVERE: Servlet /axis2 threw load() exception
 java.lang.NoClassDefFoundError: Could not initialize class org.apache.axis2.deployment.util.TempFileManager
and in the same log the "The "CA SAM Application Server started." message is also missing in the events from the last Manager startup.
This affects the web services used by the Universal connector.
SOI 3.3 The Universal connector is installed on the same machine as the Manager.
This occurs when the SOI services are restarted in the Services panel after deleting the ..\tomcat\work\catalina and ..\tomcat\temp folders
Recycle all SOI services using the soitoolbox utility
..\soi\tools\soitoolbox --stopAllServices
..\soi\tools\soitoolbox --startAllServices
