Unable to upgrade Harvest v13 client side to v13 increment 2 Error 1309 when attempting to launch Harvest Workbench

-all operations below done with admin user on Win2008 server x32 bit- 

Install Harvest, server, client and agent sides on same box --->one single reboot at the end of installing these 3 components 

-verified and all components may be launched- 

Update all components to V13 base ---> One single reboot at the end of updating all three components 

-verified and Harvest server, administrator and Workbench components may be launched. Version is displayed in Workbench "help bout" and C:\Program Files\CA\SCM\hserver.exe. So far so good.

Update all components to incr2 and no reboot 

-verified and Harvest server may be launched

Errors when launching Harvest administrator and Workbench components. Same problems seen after rebooting server.


Whenever we launch Harvest administrator, and we attempt to expand a branch, we get "Please wait while windows configures Harvest client...."

Whenever we launch Harvest Workbench we get error 1309 and workbench.exe is not present in the system


We had concerns regarding manufacturer support of Windows 2008 without service packs.

Repeated successfully the whole process on a Windows 2008sp2 server x32bit.
