Unable to start Registry server

Issue:
Registry service is unable to start even after starting the enterprise dashboard service. 
Following error is logged in registry log.

The Enterprise Dashboard Server at 'null'
could not be contacted, and no current activation was found in the local
activation cache for this registry.

This registry will not be allowed to start until it can be activated by a
valid Enterprise Dashboard Server.

CA Customer Support for more information.

Cause:
During restart, if the service is unable to read properties files like lisa.properties, local.properties and site.properties, service will throw this error.
Resolution:
      Please verify the permissions assigned to Devtest properties (lisa.properties, local.properties and site.properties). If you are on LINUX operating system, make sure properties file has proper user-group assigned along with read & write permissions.
