Change the value of then %NH_USER% environmental variable to the same name in all lowercase.  Restart the server and console processes.

Causes of this problem:
This problem is caused by not using an all lower case name for NH_USER environmental variable during the install.


As described on page 25 of the Windows installation guide:



"In the User name field, specify the name of the eHealth user account. Specify only lowercase letters for the username."


The same instructions appear on page 39 of the Windows Migration guide


"In the User name field of the New User dialog box, specify the name of the eHealth user account. Specify only lowercase letters for the user name."
