Issue:
When attempting to select a Report definition, the user received the "Ownership Error" panel.
The only way to obtain the ownership is to Force the ownership.

If the user does not have the ADMIN authority to Force the ownership, there is a method to change the ownership.

Environment:
CA Deliver - All Releases
Resolution:
On the Ownership Error panel (CVDEPENU(RMOP1O)), the field to Force new ownership (Action: F) is only presented when the user has ADMIN authority, otherwise the option does not appear.

To clear ownership for a particular report, run the following RMOGRW/RMODBB steps:

//XXXXXXXX JOB ...
//RMOGRW EXEC PGM=RMOGRW
//STEPLIB DD DISP=SHR,DSN=DLVR.CVDELOAD <=== Modify, if used
//OUTFILE DD DSN=&&TEMP,UNIT=SYSDA,
// DCB=(RECFM=FB,LRECL=80,BLKSIZE=3120),
// SPACE=(TRK,(15,15),RLSE),
// DISP=(NEW,PASS)
//SYSIN DD *
/CONTROL SEQ=RID DATABASE=dlvr_hlq <=== Modify DB name
/IF RID = 'xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx'
/ OUTPUT RID
/END
/*
//RMODBB EXEC PGM=RMODBB,PARM='dlvr_hlq' <=== Modify DB name
//STEPLIB DD DISP=SHR,DSN=DLVR.CVDELOAD <=== Modify, if used
//SYSPRINT DD SYSOUT=*
//DATA DD DISP=(OLD,DELETE),DSN=&&TEMP
//SYSIN DD *
/RPTDEF RID=(1,32) FUNCTION=(33,2)
/*
//

Note: For the report, the Last Modified date/time/user will be from the above batch job.

After the job is run, users should then be able to access the definition.
