Unable to connect to workflows server

I am configuring an event against a date (e.g. 'termination date' for a Legal Document). I select the Event Provider 'CA IT Process Automation Manager' but IT Asset Manager throws error 'Unable to connect to the workflow server, ensure that the server is available'.
Restart IIS and the CA Asset Portfolio Management - Event Service
Retest creating the event.
