Unable to connect to the DB from policy server

Issue:
We are working on CA SSO Policy Server upgrade (12.51 - 12.7). While configuring the system ODBC, we are having an issue connecting to the DB2 database user store.

Please find the error below.

bash-4.2$ ./bind28 SMAUTHNDB ./bind28: error while loading shared libraries: libivicu28.so: cannot open shared object file: No such file or directory
Environment:
R12.7 Policy Server
DB2 User Store
Cause:
Let us find out if the file  "libivicu28.so" exists or not.

[root@vm011 /]# find . -name "libivicu28.so" -print -quit
[root@vm011 /]# 
[root@vm011 bin]# pwd 
/opt/CA/siteminder/odbc/bin 
[root@vm011 bin]# ls bind28 
bind28 
[root@vm011 bin]# ./bind28 
./bind28: error while loading shared libraries: libivicu28.so: cannot open shared object file: No such file or directoryMissing file for bind28 execution

Confirmed: libivicu28.so is missing from the distribution. It's not an LD_LIBRARY_PATH type of issue. 
 
Resolution:
Customers may have dependency on this bind28 tool to test.

Hence, the is Engineering escalation DE383155 is opened. CA will bring the needed file from 3rd party, PROGRESS, and release it formally.

CA have a dependency on CA's 3rd party supplier, PROGRESS. CA needs libivicu28.so library from them. Once CA gets the library from PROGRESS, CA will make  the necessary changes and will close the issue.

Steps to be taken:

1) Correct bind28  binary
2) Provide libivicu28.so, when received from Progress.
