Unable to perform file operations (checkin/out) against external harvest agent

Attempt to checkout and getting "Unable to connect to the agent [Machine_name] (PEC ec=10060)" and ec=10065
-All is ok when SAME external CLIENT box is connected through VPN
-no firewall rules in place
-Name resolution not working between Harweb and external harvest agent box (except when using VPN, of course)
Harvest 12.5 –broker and harweb- all in one win2008r2
External client computer running Harvest 12.5 agent x64
Unfortunately and due to product architecture, we need to be able to have broker contacting agent to be able to use Harvest.
Harweb provides access to the broker through the http connection. However, it does not provide checkin/out functionality to harweb endpoints (clients).
If you connect to Harweb from the machine that is off the domain you will not be able to checkin/out to that machine.
