Issue:

Unable to edit account plan for a organization

Cause:

One of the reason could be that user registration has been approved directly from cms. Below is the screenshot which shows one of the org for which the associated developer registration has been approved directly from cms.

The above screenshot shows  that the settings gear is missing and the account plan can not be changed now

Resolution:

The below command should provide you the details of users and their registration status

mysql> select uid,propertyValue,username from cmsuserproperties,cmsusers where cmsusers.id = cmsuserproperties.uid and cmsuserproperties.propertyName like 'registrationStatus';
+-----+---------------+----------+
| uid | propertyValue | username |
+-----+---------------+----------+
| 165 | Accepted | c |
| 164 | Accepted | d |
| 166 | Pending | a |
| 167 | Pending | b |
+-----+---------------+----------+
4 rows in set (0.00 sec)

mysql> update cmsuserproperties set propertyValue = 'Accepted' where uid in (166,167) and propertyValue = 'Pending';
Query OK, 2 rows affected (0.00 sec)
Rows matched: 2 Changed: 2 Warnings: 0

Now this is showing you the changes:

mysql> select uid,propertyValue,username from cmsuserproperties,cmsusers where cmsusers.id = cmsuserproperties.uid and cmsuserproperties.propertyName like 'registrationStatus';
+-----+---------------+----------+
| uid | propertyValue | username |
+-----+---------------+----------+
| 165 | Accepted | c |
| 164 | Accepted | d |
| 166 | Accepted | a |
| 167 | Accepted | b |
+-----+---------------+----------+
4 rows in set (0.00 sec)
