We are trying to understand why it was unable to ENQ on ACID CFS012 and what
exactly was it trying to ENQ on? And what was the ENQ that MVS3 held?

The most common cause is a batch job doing a lot of TSS administration (ie TSS LIST(ACIDS) DATA(ALL) or a bunch of TSS commands).
Other causes could be a backup being taken while some other type of commands are issued or a batch job running.
