Trouble Tickets are not created for url_reponse alarms

The CA Service Desk Manager is not creating the ticket for url_response alarm only. Tickets are being created for others types of alarms.

This is the error message in the Tomcat's log file (catalina.out):

CA Spectrum 10.2.3, CA UIM 8.51 SP1 and CA SDM 14.1
The tested URL is in between ' characters.

Change the configuration on CA UIM side, in message definition and removed the ' characters.
