Traps events are not being generated when using snmpv3

Issue:
SNMPv3 trap events not being displayed under the event tab or in the $SPECROOT/SS/VNM.OUT when the Alert Manager is enabled.
Environment:
CA Spectrum 9.x and10.x
 
Cause:
SNMPv3 Security User Names on SpectroSERVER 
You cannot use the same username more than once for the three levels of SNMPv3 (non-authenticated, authenticated, and authenticated with privacy). For example, if you are using the username “user1” for SNMPv3 level 1 non-authenticated, you cannot use that same username for SNMPv3 level 2 authenticated or for SNMPv3 level 3 authenticated with privacy. 
Resolution:
1. Must use the Unique Id.

2. (Add new SNMPv3 profiles with unique User IDs as needed) 

3. Rediscover devices using one snmpv3 profile with a unique user id.
