With OneClarity 15.3 & 15.4.1, even though there are no users with ActionTracing enabled via Resource Properties, the app-trace.xml files are being populated with every user action.
In the trace log you can see the following:

<INFO date="2018-08-08 06:54:42,860" user="clarity:XOGUSER" session="24932016__61618432-D803-43DE-B12C-AB6E677D31C0" action="homeActionId" thread="http-nio-8080-exec-2" category="trace.server.threshold">

This shows us that the category being invoked is "trace.server.threshold"
Follow these steps:
  1. Log into the CSA (or for OnDemand customers go to http://ppm_server_url/niku/nu#action:security.logs)
  2. Click on the Logs tab and then Edit Configuration from the tab dropdown
  3. Make sure that Detect Log Configuration Changes automatically is checked
  4. Change the Default Trace Setting (Seconds) value to -1
  5. Save your changes.
  6. Restart the Clarity services.
