CA APM TIM upgrade shows "Could not find the existing TIM's install settings."

Issue:
Running timInstall.bin and selecting Upgrade locates the existing TIM instance but then fails to find its install settings as follows:
# ./timInstall.bin

 ** Installation path prefix = /opt

CA APM TIM 9.7,10.x
Resolution:
Starting the existing TIM.
Re-run the installer which then finds the existing TIM install settings.
