'Ticket contains no licenses. Please check ticket and try again.' error in Agile Designer

Issue: 

When trying to apply and activate the license key for Agile Designer, I am receiving the following error message:
Ticket contains no licenses. Please check ticket and try again.

Environment:  

CA Agile Requirements Designer (ARD)- Agile Designer
Product releases 1.8-2.0 (Any release using the ActivationWizard.exe to apply the license key)

Cause: 

For users with Online license keys, this issue typically occurs when not all of the license key text is entered into the ActivationWizard. If you do not use 'Ctrl+A' to copy all of the license key and use 'Ctrl+V' to paste it into the text boxes all at once, the values of the license will be rearranged when entered into the ActivationWizard. This is a known issue with ARD 1.8, and it can occur in early versions of 1.9.

For users with Offline license keys, this issue typically occurs when the 'AgileDesigner' license container is not located in CodeMeter Control Center (CC). When you try to activate the license, CodeMeter has nothing to activate it against, so you will see the 'Ticket contains no license' error message. The error is referring to the missing license container. This could also be the cause if you are using an Online license key. 

Resolution:

For users with Online license keys:

  1. Go to C:\Program Files\Grid-Tools\AgileDesigner\activation.
  2. Launch the 'ActivationWizard.exe' file.
  3. Follow the prompts until you get to the window to enter the license key.
  4. Open the license file you were given. 
  5. While in the file, press 'Ctrl+A' on your keyboard or highlight the whole line of text.
  6. Press 'Ctrl+C' on your keyboard or right-click and choose 'Copy'.
  7. In the ActivationWizard, click on the first box where you would enter the license key. 
  8. Paste the file into the wizard by pressing 'Ctrl+V' on your keyboard.
  9. You should see a message saying that the license was found.
  10. Follow the prompts until the end so that the license is activated successfully.
  11. Launch Agile Designer to verify that your license was activated.

For users with Offline license keys:

  1. Import the license container into CodeMeterCC. Directions on how to do this are listed here: http://www.ca.com/us/services-support/ca-support/ca-support-online/knowledge-base-articles.tec1760837.html 
  2. Re-open the ActivationWizard.exe file from C:\Program Files\Grid-Tools\AgileDesigner\activation.
  3. Follow the prompts until you get to the window to import your license file.
  4. Browse for the license file you were given, click 'OK', and click the 'Next' button on the prompt.
  5. You should see a message saying that the license was found.
  6. Follow the prompts until the end so that the license is activated successfully.
  7. Launch Agile Designer to verify that your license was activated.
