How can I issue a GENREQ command for a SITECERT certificate?
The GENREQ command in the ACF2 Administrator's guide shows the following syntax

GENReq {logonid|logonid.suffix} Dsname(data-set-name) [Label(label)]

It does not reference sitecert. 

Answer:

GENREQ is used to generate a request for a SITECERT certificate to be sent to a Certificate Authority(CA) to be signed.
SITECERT is a special usage certificate and SITECERT is a special name that can be used instead of logonid.
This certificate needs to have USAGE(PERSONAL) for it to be used.
The GENREQ command syntax for SITECERT is

GENREQ {SITECERT|SITECERT.suffix} Dsname(data-set-name) [Label(label)]
