Verify the amount of memory that has been allocated to the SPECTRUM Tomcat Service:

1. Go to $SPECROOT/tomcat/bin

2. Open OneClickService.conf

3. The second line is the webserver memory setting.  If Tomcat won't start then more than likely it is set too high.  Make sure it is set to no higher than 1024M (jvm_opt=-Xmx1024M) and save the file after making the modification.

After doing this you will be able to start the SPECTRUM Tomcat service.
