Question: 

A job was run without a CA11RMS step where CA11 was active, but not connected to DATACOM.  The job generated a *U11-012 (CA-11 DBAS SUSPENDED CMT SSN=CAL7). Why would this job wait on CA11 and a DATACOM connection?

Answer: 

If TRKRMS=NO is specified this affects all jobs on the system with CA 11. This is because TRKRMS=NO indicates that CA 11 will track jobs for the first three steps and if no U11RMS step is found within the first three steps CA 11 then checks to see if there is a member by the same name in CMT.

Jobs without the U11RMS step present that have not passed the third step term can hang if CA 11 is not able to access the Datacom/AD MUF. To avoid this behavior, it is recommended to change TRKRMS option to TRKRMS=YES.
