The Clarity PPM Integration toolbar is always disabled when opening Microsoft Project

When opening MSP, the Clarity PPM Integration toolbar is missing.

While checking MSP's Add-Ins list, it appears as Inactive, and its Load Behavior is 'Unloaded' under COM Add-Ins section:
PPM Add-In appears in the Inactive Application Add-ins
Load Behavior for the PPM Addin is 'Unloaded'

Manually enabling it makes the toolbar appear, but after closing and starting MSP, the toolbar is missing again.
A likely cause is that MSP crashed and the add-in has been unloaded by Microsoft Project as a precaution measure so that the program can be started normally.
Important: This resolution involves editing the Windows registry. Make sure that you are familiar with editing the Windows Registry and back up any key or value that you modify so that you can undo the changes and roll back if necessary.
  1. Open the Registry Editor (Start Menu > type 'regedit'; or use your keyboard Windows key + R and type 'regedit' in the Run dialog).
  2. Navigate to the following registry key. Note that it is likely that only one of the following keys exist, depending on the integration version and bitness (32/64 bits) of both your integration and system.
  • HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\MS Project\Addins\CAPPMAddIn
  • HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Office\MS Project\Addins\CAPPMAddIn
  • HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\MS Project\Addins\CAClarityAddin
  • HKEY_CURRENT_USER\SOFTWARE\WOW6432Node\Microsoft\Office\MS Project\Addins\CAClarityAddin
  1. Check the LoadBehavior attribute. If the value is other than '0x00000003 (3)' ('Unloaded' is '0x0000000 (0)'), double-click it and set its value data to Hexadecimal or Decimal '3' ('Load at Statup').
  2. You can now launch MSP.
