TDM Portal Publish Performance broken between 4.7.13.0 and 4.7.22.0

Issue:
It has been conclusively proven via support call with Development that TDM Publish Portal has suffered massive degradation between 4.7.13.0 and 4.7.22.0. In TDM 4.7.22.0 - TDM Publish is consuming massive amounts of memory causing TDM Portal's JVM to finally stall. The same is not happening in TDM 4.7.13.0. 
Environment:
TDMWEB 4.7.22.0
Cause:
Variables were being saved in memory due to another defect that was fixed.  This simply made the memory requirements larger if you reused many variables.  However, the Client could not easily increase memory and felt this was simply poor memory management on the coder's part.
Resolution:
This issue is fixed with TDMWeb-4.7.31.0.zip  Please contact BC Support to obtain this patch or later.  If the GA version is after Jan 16, 2019, please contact BC Support to verify that this fix made it into the GA build.
