Portal - Cannot Connect to TDM Portal From Localhost

Issue:
When attempting to load the TDM Portal Web UI while logged into the TDM Server (via RDP or otherwise) via Internet Explorer fails with a "This page can't be displayed" error referencing TLS versions and/or encryption ciphers:

Cause:
The most likely cause is that the version of Internet Explorer being used is outdated and doesn't support modern ciphers. Though it is possible that TLS 1.2 support is not enabled in IE.
Resolution:
  • Update Windows/Internet Explorer to ensure that it supports modern Ciphers
  • Ensure that TLS support is enabled in IE:
