Question:

When I look at the definition for a system-restricted lookup, I see more values defined than what displays on the application when an end-user browses for values on this lookup. Why don't all the values appear for selection?

Answer:

System Restricted lookups are restricted because they have logic applied to those lookups at some location in the product (i.e. the project page for this one). This logic determines which items show for any given circumstances.

If you want to use a similar lookup list of values, you can create your own user-defined attribute and link it to the same lookup definition or a user-defined lookup with the same values. By creating your own user-defined attribute, the internal application logic will not be applied and all active values on this lookup will appear to the end-user.
