Starting CA MSMTC for the first time fails with these messages: MSM0008I - There is no CA CSM configuration in database. Trying to load it from input. MSM0008E - Default CA CSM configuration was not loaded before first system start.

Verify that the MSMTC startup JCL does not have the DBUPDATE DD that points to SAMPLIB(DBINIT) uncommented. For this initial startup of a new MSMTC the DBINIT DD should be instead of DBUPDATE. These messages are saying the there is no configuration to update so DBINIT is required.
