Some CA Gen Web View custom css styles border-radius, background-color, box-shadow, text-shadow, padding do not display at runtime

Issue:
Migrating from Web Generation to Web View and wanting to achieve the same css styles as currently implemented with Web Generation html control java script. Colours and fonts seem to be applied, but button styling, including background colour, seems limited. In particular these styles are not working:
border-radius, background-color, box-shadow, text-shadow, padding
Environment:
Gen 8.0, 8.5, 8.6 Web View client
Resolution:
Customer had followed the documented steps to assemble into the ear file a custom skinloader.js which references bootstrap.css:

Engineering provided this advice for additions to the bootstrap.css file which was successful for "Help" button (Button3) on primary Dialog Box "CLIENT_DETAIL_EMPLOYEE",
